By the numbers
The challenge
Tracking the "12+1 Ruta del Cambio" Development Plan and the action plans of 30+ departments lived in dozens of Excel files. The governor had no single view of progress and there was no way to verify what each area reported.
What I built
- Full Development Plan tree: 5 pillars, 14 strategic lines and 31 programs, mapped to the national catalog.
- Quarterly goals and indicators with baseline, beneficiaries, financial execution and funding sources.
- Project bank with 3-layer verification: the department reports, Procurement verifies and Audit assures or reverts.
- Every project automatically gets its own public landing page with progress, milestones, gallery and final report.
- Governor's agenda: departments propose, the Office approves and Protocol validates evidence, with an iCal feed for Google, Apple and Outlook.
- In-house 3-layer ETL engine for Excel imports: hash-based detection of new, changed or unchanged rows and proration proposals when weights don't add up.
- Map by municipality, role-based dashboards, full audit log, and push, email and .ics invitations.
- Version 2: executive dashboard in React 19 on a JWT REST API, with charts, map and agenda for leadership.
Outcome
The Government manages the 2026-2027 Development Plan, each department's action plan, the governor's agenda and project execution in a single platform, with planned-vs-achieved progress in real time and every report traceable.

Navigable tree Pillar → Line → Program → Subprogram → Action, importable from the Excel indicative plan.
Compliance dashboard
Overall progress of the Development Plan and action plan: planned-to-date vs. achieved, goals met, milestones, activities, evidence and budget executed.
Goals & indicators
Per-project MGA goals with baseline, Q1–Q4 targets, beneficiaries, financial execution and MIPG policies.
Action plans
Per-department board, activity approval and quarterly tracking with per-cell autosave.
Project bank
BPIN, budget, funding, multiple municipalities, gallery, public page and final report. Milestones totaling 100% and 3-layer verification.
Per-project landing page
Auto-generated public page for each project: progress, milestones, municipalities, gallery and final report, ready to share with citizens.
Governor's agenda
Event proposal, approval and validation linked to the Plan, blocked days, invitations and per-user iCal feed.
Strategic map
Magdalena's 30 municipalities on Leaflet, with projects and agenda per municipality.
Excel ETL engine
Parser, normalizer and hash-based diff engine (new, update, no-op) with anomaly detection.
Notifications
Web push, HTML email with .ics, 7 AM daily digest and reminders, processed on an in-house job queue.
Roles & audit
9 roles (governor, procurement, auditor, protocol…), per-module and per-action permissions, and an exportable audit log.
Executive dashboard (v2)
React 19 SPA with KPIs, gauges, per-department analysis, municipal map and agenda over the REST API.
